Perhaps one of the programs that can be attributed to the leadership of Governor Salceda across history is the Disaster Risk Reduction and Climate Change Adaptation of Albay. He also is one of the very few leaders of this country who has a clear vision of linking DRR and CCA to sustainable Development.
Along side his DRR work, Gov. Salceda pushed for climate change adaptation in Albay.
